State Support for Venture Investing

Legislation enabling the creation of an Iowa Fund of Funds:

Iowa Capital Formation Act ("Fund of Funds" bill) (2002-House File 2078, as amended) - enacted into statute as Chapters 15E.61 through .69. Created a Fund of Funds for venture capital investment. Provides contingent tax credits up to $100M to support capitalization of the Fund of Funds.

Seed Capital Investment Credit ("Angel Investor" bill) (2002-House File 2271, as amended) - enacted into statute as Chapters 15E.41 through .46. Creates a tax credit for individuals who invest directly into a qualifying business or a community-based seed capital fund. The tax credit equals 20% of the taxpayer's equity investment. The maximum amount of credit for an investment by an investor in any one qualifying investment may not exceed $50K per investment. Tax credits for investment are limited to five investments per year per taxpayer. Aggregate amount of credits available is $10M.
